"EditAccounts" permission cannot be added while creating app

I don't see "EditAccounts" while I am creating an application.
The only edits I see are "
Edit Extensions", "
Edit Messages" etc but not "
EditAccounts".
There are some API methods that needs this permission. From where I can add?

That is an advanced level of permission. Please submit a support ticket and provide your app ID.
They can add on behalf of you.
