SLA info for the RingCentral Rest API

I have two questions:

(1) What is the maximum delay in milliseconds between a phone call coming in to RingCentral (by means of both soft/hard phones) and the sending of its "Ringing" notification by PubNub Push Notifications. I have the stats from PubNub (they try for 100ms) but I dont know how much time is added from RingCentral activity.

(2) I also need the same info when the notification is sent from RingCentral via the web hook approach.


More generally, is there any SLA info for the RingCentral Rest API? I can't seem to find anything so thought I'd ask.
