RC api returned successful response, but most time I cannot receive SMS, please see the below api response

We still need a blockage list documented somewhere so that we can verify if these type of situation comes where there is no clear picture why the SMS was not received inspite of have a successful delivery.
Apart from communicating the SMS provider, Rc should also document the list of content words do that this can be avoided
