Yes, this was the first campaign submitted.
I had this happen to me as well with the first submission and then again on the second as I did not know what this was. I was charged twice for this. Will the charges be reversed since it's an issue on your end?

I see the charges on my account with a status of 'paid in full'.

I can confirm that I am showing the same "paid in full" for my one and only failed submission.
