how do you add an admin in the developer portal to my organization?

You are at the right place. Just select the "Organization" and click on the "Invite new developer" button.
"Invite New Developer" option is NOT on my account. How do I add a new developer?

Just under organisation tab, you will always get invite new developer button as below:
Our account does not show this button
,This button does NOT exist for my account https://developers.ringcentral.com/my-account.html#/my-organization and I am an owner.
