How to exercise A2P sms if I have no permission to exercise A2P SMS on sandbox?

I am currently on sandbox and wants to test A2PSMS but it says on previous questions that I need to actually promote this to a production before I can use it.

Apparently I cannot promote to production without testing it. How would I do this?

I'm with same problem. How to provide app client id to you?

Exercise all other app permissions then provide me with the app client id, I can help graduate it if it passes all other requirements.
