I would like to assign speed dials on a limited extension phone via the Admin page but was told not able to. Is this something that will be added in the near future?

That's one of the limitations of a limited extension. A workaround would be to create a favorite on the phone itself (depending phone make/model) or rebuild the limited extension as a full user.
