No dial tone for outgoing calls Ring Central Desktop App

We have a user that uses a Destop app at the office and when he makes an outgoing call there is no dial tone. This happens intermittently. Sometimes it rings, sometimes it doesnt. We reinstalled the app, tested on new computer, different headsets, ran driver/windows updates.

Not sure what else to try. There is no setting i can find regarding this. any ideas?
